A bad neighborhood can be a couple of things:

1. Linking to sites who use dubious SEO tactics, such as hidden text or link farms (this includes MadeForAdsense sites and anything else Search Engines can detect and penalize).

2. Sharing a server or IP block with sites penalized for using dubious SEO tactics.Search Engines know that you can�t help who links to you, so it is impossible to get an official �penalty� from such a sites linking to you.
